Concerns regarding governance and educational quality are raised by the fact that, of 157 universities, only 97 have selected permanent heads, according to the report, which gives an overview of the current status of academic administration.

Three institutions in Khyber Pakhtunkhwa still lack appointed administrators, indicating a regional difficulty in sustaining efficient academic management.

In the nation’s capital, where six universities are run by acting vice chancellors, the situation is no better. With 22 universities without permanent leadership, Punjab is experiencing the worst situation.

19 universities in Khyber Pakhtunkhwa, five in Balochistan, and four in Sindh are also impacted by the lack of permanent vice-chancellors.

In addition, one institution in Azad Jammu and Kashmir does not have a vice chancellor on staff.
